This is awesome, it sounds cruel but walking never hurt anyone, it only makes them stronger. This isn't punishment or intentional creulty.
Plus the idea is seemly; if someone does poorly they dont leave them behind in the dust but try to educate them to do better. If the leaders are good, fair, and interested in helping them; they could really make a difference. I don't think anyone wants to be a failure they just haven't learned t
o focus their energy and efforts properly.

I hope you realize the consumption of canines is a SOUTH asia cuisine. It was inherited to China just as an influence and I can only think of one place in China that actually serves it. Even so, many of us chinese still think its a taboo just like how you feel about people eating dogs. Good day =]
